When I first found this site, I thought it was a military site of some sort, precisely because of this jet-engine-looking apparatus. Upon further research, I found out that it was, in fact, funded by the government, but only to provide cheap diotomite to the nearby military installations. Apparently Diotomite is used to make lightweight concrete and nearby Vandenberg AFB needed lightweight concrete at the time.
